The Weatherization Repayment Assistance Program (WRAP) is a pilot program funded by the State of Vermont and administered by the Vermont Housing Finance Agency (VHFA). WRAP helps eligible VGS customers finance qualifying home energy improvements through affordable monthly payments conveniently included on their utility bill. Developed through a partnership among VGS, VHFA, Efficiency Vermont, and other utility providers, WRAP is designed to make weatherization projects more accessible and affordable for Vermonters.
How WRAP Works
WRAP allows eligible customers to finance qualifying energy improvements and repay those costs over time through a monthly charge on their VGS bill. Unlike traditional financing options, repayment is tied to the property’s utility meter rather than the individual customer. If the property is sold, the repayment obligation remains with the meter.
Why Consider WRAP?
WRAP was designed to help make weatherization improvements more accessible by offering longer repayment terms and lower monthly payments than many traditional financing options. Unlike VGS’s current financing options, which generally offer repayment terms of up to 5 years, WRAP allows eligible customers to spread project costs over more than 15 years, helping reduce monthly payments and improve affordability.

Who Qualifies?
WRAP is available to eligible moderate-income households earning less than 120% of Area Median Income, subject to a review of VGS bill payment history.

Once opportunities for energy savings are identified in your home, your energy auditor will work with you to determine if your proposed project is eligible for WRAP. Should you move forward using WRAP to pay for your home weatherization improvements, a monthly WRAP payment will be included right on your VGS bill.
This program is available for moderate-income households (earning less than 120% of area median income) after a review of VGS bill payment history. $20,000 maximum project cost for unattached single-family homes or up to 4-unit multifamily properties with a single VGS meter.
WRAP can be combined with VGS’s generous financial incentives and also with our low interest rate loan program offered through Green Mountain Credit Union.

Home Energy Assessment
Interested customers can begin by scheduling a home energy evaluation. During the evaluation, an energy professional will identify opportunities for improvement and determine whether your proposed project may qualify for WRAP.
WRAP may be combined with available VGS incentives and low-interest financing options offered through Green Mountain Credit Union, helping reduce overall project costs and improve affordability.
